Budget Reports:
Senator Fagg, Chairperson of the Committee on Utilities, presented the following agency reports:
Kansas Corporation Commission: (Attachment 1)
For FY 2025 and FY 2026, the Committee on Utilities concurred with the House Committee of the Whole's recommendations.
Senator Fagg moved, Senator Petersen seconded, adoption of the agency report for FY 2025 and FY 2026. The motion carried.
Citizen's Utility Ratepayer Board: (Attachment 2)
For FY 2025 and FY 2026, the Committee on Utilities concurred with the House Committee of the Whole's recommendations.
Senator Fagg moved, Senator Petersen seconded, adoption of the agency report for FY 2025 and FY 2026. The motion carried.
Senator Erickson, Chairperson of the Committee on Education, presented the following agency reports:
Kansas State School for the Deaf: (Attachment 3) (Attachment 4)
For FY 2025 and FY 2026, the Committee on Education concurred with the House Committee of the Whole's recommendations. No action was taken at this time.
Kansas State School for the Blind: (Attachment 5) (Attachment 6)
For FY 2025 and FY 2026, the Committee on Education concurred with the House Committee of the Whole's recommendations with one adjustment for each year concerning reappropriations. No action was taken at this time.
Kansas State Department of Education: (Attachment 7) (Attachment 8)
For FY 2025, the Committee on Education concurred with the House Committee of the Whole's recommendations with seven adjustments as detailed in Attachment 7.
For FY 2026, the Committee on Education concurred with the House Committee of the Whole's recommendations with nine adjustments as detailed in Attachment 7.
No action was taken at this time. Senator Sykes and Senator Pettey, members of the Committee on Education, asked to non-concur with the Kansas State Department of Education report and have submitted a minority report that is included in Attachment 7.
Senator Alley, Chairperson of the Committee on Commerce, presented the following agency report:

For FY 2025, the Committee on Commerce concurred with the House Committee of the Whole's recommendations.
For FY 2026, the Committee on Commerce concurred with the House Committee of the Whole's recommendations with adjustments as detailed in Attachment 9.
The Department of Commerce provided a document displaying their budget requests. (Attachment 11)
Staff distributed a document displaying the Economic Development Initiatives Fund for FY 2024-FY 2025. (Attachment 12)
