Chairman Olson opened the hearing on SB91 and called upon Charles Reimer for a Revisor of Statutes overview of the bill.

Chairman Olson called upon David Soffer for primary proponent testimony on the bill. Mr. Soffer explained the purpose, qualification requirements and three potential benefits of the High Performance Incentive Program (HPIP). Mr. Soffer spelled out the current challenges of the program and how the bill's transferability option would allow companies to see an immediate benefit from the incentive.

Chairman Olson called upon Eric Stafford for proponent testimony on the bill. Mr. Stafford claimed that the changes provided by the bill would result in an immediate positive change making the tool box of competitive incentive tools stronger.

Chairman Olson called upon Kevin Walker for proponent testimony. Mr. Walker suggested that the bill would make Kansas more competitive with Missouri incentives and sharpens an already important tool.

Chairman Olson called upon Erik Sartorius speaking for Trey Cocking for proponent testimony. Mr. Sartorius stated support for the bill and suggested that the bill be amended to provide local government notice when a project is local sales tax exempt.
