Chairperson McGinn called for final action on SB 269.
Legislative Research Staff distributed a document displaying adjustments made by Committee members. (Attachment 3)
Legislative Research Staff distributed a document displaying items that were recommended by the Committee members for consideration at Omnibus. (Attachment 4)
Senator Hawk moved, Senator Kelly seconded, to include a technical amendment to, on page 5 of attachment 3, strike the items under the Board of Regents section relating to the National Guard Scholarship Program. This corrects an issue that was brought to his attention subsequent to an amendment he had previously added. Motion carried.
Chairperson McGinn moved, Senator Schmidt seconded, a universal fix for the state employees who did not receive the pay increase provided in 2017 including language that the State Finance Council will have final approval of the pay raises. Motion carried.
Senator Schmidt moved, Senator Kelly seconded, to amend the language on page 5 of attachment 3 regarding TANF funding. The current language could put other similar programs at risk so this amendment allows staff latitude to revise the language to avoid that. Motion carried.
Senator Billinger moved, Senator Schmidt seconded, to recommend Substitute for SB 269, with latitude for staff to include technical amendments, favorably for passage. Motion carried by roll call vote.
Chairperson McGinn adjourned the meeting at 10:52. The next meeting will be March 20, 2018.
