Chairman Bergquist opened the hearing on SB146.
Jason Long, Reivisor of Statutes (Attachment 1) gave an overview of the bill. He explained that the bill would require the secretary for aging and disability services and the city of Osawatomie to execute and record an amendment to the original deed for conveyance of certain real property in Miami county that amends the reversionary interest of the stare of Kansas to July 1, 2046.
Bret Glendening, City Manager, City of Osawatomie (Attachment 2) testified as a proponent to the bill. He explained that this bill is vital for the economic future of Osawatomie and Miami county. It would allow the city to fully realize the potential of this property and bring lasting benefits to the community.

Courtney Crawford, private citizen (Attachment 4) testified as an opponent to the bill. She explained that she would only support the bill if it was amended to include protections that prohibit data center development of the conveyed land, As well as prohibiting future solar farms and wind mill farms. Along with prohibition from annexation by the city.
Polly Inscore, private citizen (Attachment 5) testified as an opponent to the bill. She expressed her opposition of construction of Data Centers(s) adjacent to the State Mental Hospital located in Osawatomie, Kansas.
