Representative Francis reviewed an amendment, regarding specific agencies that were deleted by the House Appropriations Committee that had been excluded by the 5 percent salary adjustment (Attachment 16).
Representative Francis made a motion to fund the salary pay plan enhancement, which adds $48,423 SGF for the Governmental Ethics Commission, $91,802 SGF for the Kansas Sentencing Commission,$4 million SGF for the Board of Indigents' Defense Services, $3.6 million for the Highway Patrol, $1.7 million for the Kansas Bureau of Investigation (KBI), for the pay progression, and $947,000 SGF for the Forensic Scientist salaries. Representative Estes seconded the motion.

Representative Carpenter reviewed an amendment that adds language to the Board of Pharmacy for FY 2022 and FY 2023, notwithstanding the provisions of K.S.A. 65-1685 (Attachment 17).
Representative Carpenter made a motion for an amendment that adds language to the Board of Pharmacy, which appropriates money to provide data in the prescription monitoring program to a designated representative from the Department of Health and Environment regarding authorized Medicaid Program Practitioners. Representative Landwehr seconded the motion.

Representative Carpenter reviewed an amendment, which would appropriate SGF or special revenue funds during the fiscal year ending June 30, 2023, notwithstanding the provisions of K.S.A 38-2001 (Attachment 18). Expenditures by the Kansas Department of Health and Environment Health Care Finance, to provide coverage under the state children's health insurance program for children residing in a household that has a gross household income not to exceed 250 percent of the federal poverty guidelines. This amendment corrects the language in the bill from FY 2008 that referrers to 220 percent of the federal poverty guidelines.
Representative Carpenter made a motion to add $1.4 million to the Children's Health Insurance Program, which brings the federal poverty guidelines to the current level of 250 percent. Representative Ballard seconded the motion.

Representative Corbet made a motion to approve the proviso requiring a property appraisal, proposed tax on facilities, and zoning on all existing and proposed lodging and rental facilities, and proposed premises for recreational vehicles, for a report to the Chair of House Appropriations and the Chair of the Agriculture and Natural Resources Budget by February 1, 2023. Representative Hoffman made a motion to approve an amendment that includes the language to fully fund community colleges and technical colleges for FY 2022, funding at 50 percent in FY 2024 and fully implement the funding formula for FY 2025. Representative Sutton seconded the motion.
