Chairperson Bowers opened final action on HB2579. Charles Reimer, staff revisor, provided a review of the bill. Mr. Reimer and Mark Skoglund, Executive Director, Kansas Governmental Ethics Commission addressed questions from the Committee.
Chairperson Bowers distributed an amendment. Mr. Reimer explained the balloon amendment. (Attachment 1)
Senator Francisco moved, Senator McGinn seconded, to adopt the balloon amendment. Motion carried.
Chairperson Bowers distributed an amendment. Mr. Reimer explained the balloon amendment. (Attachment 2) During discussion, Mr. Reimer and Mr. Skoglund addressed questions from the Committee. Chairperson Bowers offered a conceptual amendment working from her proposed amendment taking the first box and changing December 31, 2022, to December 31, 2023. There was more discussion to clarify the amendment.
Senator Ryckman moved, Senator Francisco seconded, to adopt the conceptual amendment to continue the requirement that reports for candidates for statewide office must be filed electronically; require treasurers for candidates who become a candidate for state office after December 31, 2023, to also file reports electronically; and giving staff technical discretion on the amendment. Motion carried.
Senator Francisco moved, Senator Thompson seconded, to recommend HB2579 as amended, favorably for passage. Motion carried.
