Chairperson Petersen called the meeting to order and opened the hearing on HB2633.
Assistant Revisor Adam Siebers outlined the provisions of the bill (Attachment 1). He stated that the bill creates a distinctive license plate for the City of Hutchinson and enables the city to use its flag on the new plate as well as add a royalty fee of $25 to $100. The loyalty fee would go to a designee of the Hutch Rec Foundation.
Representative Paul Waggoner, District 104, testified as a proponent for the bill (Attachment 2). He related how using the flag would foster pride for city residents, and expressed gratitude to the Hutchinson Recreation Foundation for their leadership.
Anthony Finlay, Executive Director, Hutchinson Recreation Commission, spoke in support of the bill (Attachment 3). He explained that the City of Hutchinson created its own flag in 2018 and the flag on the license plate will supplement the sense of identify for residents. Responding to a question, Mr. Finlay replied that the royalty fee would be $30.
