Chairperson Petersen called the meeting to order at 8:36 a.m. and opened the hearing on HB2595.
Assistant Revisor Adam Siebers briefed the Committee on the bill (Attachment 1). He explained that current law uses the year 1950 as the marker; before 1950 an antique vehicle may be registered with only a bill of sale. Any vehicle later than 1950 must include an inspection performed by the Kansas Highway Patrol. The bill moves the marker date to 1960.
There were no proponents for the bill.
Written-only testimony opposing the bill was provided by Colonel Herman Jones, Kansas Highway Patrol (Attachment 2).
During discussion on the bill, a member questioned the process of selecting an arbitrary year that requires periodic legislative updates.
