Short Title
Making changes to employment security law provisions regarding the employment security fund and employer contribution rates, the definition of employment to conform with federal law and various updates to the my reemployment plan program, including making the program mandatory with certain exceptions, and providing that the secretary of commerce may require participation by claimants in reemployment services.

Chair Erickson opened the hearing on HB 2703.
Staff provided an overview of the bill. (Attachment 13)
Phillip Hayes, on behalf of The Kansas State Council of the Society for Human Resource Management, (KS SHRM) testified in support of the bill. (Attachment 1) He stated this is a technical cleanup regarding Kansas Employment Security Law outlined in the bill.
Eric Stafford, Vice President of Government Affairs, Kansas Chamber, spoke in favor of the bill. (Attachment 2) The Chamber supports the necessary changes to the employer tax rate tables in Section 1, after oversight from last year's comprehensive UI reform bill passed by the Legislature. Failure to fix this table will result in incorrect tax rates for employers. This clean up will help everyone utilizing the UI system-state agencies, employers and claimants.
Peter Brady, Deputy Secretary, Kansas Department of Labor, appeared in support of the bill. (Attachment 3) Last year Senate Substitute for Substitute for HB 2196 made substantial and needed changes to the employment security law. HB 2703 is a clean up bill for some minor issues:
- Technical cleanup of Fund Control Table B
- Technical cleanup of Solvency Rate and Credit Rate Schedules
- Federal Law Concern related to Reimbursing Employers
- Modification of the exemption to My Reemployment Plan (MRP)
