Proponent Testimony:
Aaron Dunkel, Executive Director, Kansas Pharmacists Association (KPhA), provided testimony stating HB2733 addresses the licensure and regulation of pharmacy benefit managers (PBMs) in Kansas. This bill establishes a process for the licensure of PBMs in Kansas, replacing the current registration process with a more robust approach to identifying those entities providing PBM services, outlining the application and approval process for licensure. These sections of the bill identify documents necessary to apply for licensure, set the fees for initial and renewal licensure, and provide a timeline for approval and appeals related to licensure. (Attachment6) Mr. Dunkel stood for questions.
Whitney Damron P.A., Pharmaceutical Care Management Association (PCMA), provided testimony stating the Pharmaceutical Care Management Association and its members stand in support of HB2733, as written with amendments cited herein, and are hopeful enactment of this legislation will address concerns expressed in past hearings by the Kansas Pharmacists Association with PBM's and foster a positive working relationship between pharmacists and Pharmacy Benefit Managers for years to come.
