Chairman Waymaster opened discussion on the bill.
Amy Deckard, Kansas Legislative Research Department, presented an overview of the following information, which was distributed to committee members: House Committee Adjustments for FY 2022, FY 2023 and FY 2024, which has been corrected to reflect the actions taken by the committee (Attachment 3); Items to Address Prior to Finalization of the Budget (Attachment 4); Kansas Department of Wildlife and Parks Cabin Preparation (Attachment 5); Board of Tax Appeals request for additional FTE and IT support (Attachment 6); and Items for Omnibus Consideration (Attachment 7).
Chairman Waymaster stated the final costs and potential federal funding for the Docking State Office Building and KDHE Laboratory projects will not be available for a few weeks.
Chairman Waymaster made a motion to remove the funding for the Docking State Office Building and KDHE Laboratory project for the purpose of obtaining the actual costs of these projects from the Department of Administration, for further discussion at Omnibus. Representative Sutton seconded the motion.

Chairman Waymaster made a motion to reduce the Budget Stabilization Fund transfer by $100 million. Representative Hoffman seconded the motion.
Discussion followed by committee members, regarding the motion. The request for an updated list by the Legislative Research Department, for review at Omnibus, was made. This information would include new expenditures, the funding source, and exclude one-time federal funds, 24/7 pay plan data, and new FTE positions.
Chairman Waymaster stated the Omnibus meeting has been scheduled for April 21 and 22, 2022.

Representative Sutton made a motion to delete $460 million from the Department of Administration for the Election Purchase Program. Representative Helgerson seconded the motion.

Representative Hoffman made a motion to delete $332.2 million in the Governor's budget to pay off two bonds - Series 2015 A and Series 2015 G. Representative Francis seconded the motion.

Representative Hoffman made a motion to decrease the Job Creation Fund annual transfer to the Department of Commerce by $15 million. Representative Francis seconded the motion.

Chairman Waymaster made a motion to add $10,000 from the EDIF to the Kansas Grant Office for the Kansas Holocaust Commemoration event at the State Capitol Building. Representative Helgerson seconded the motion. Motion passed.
