Chairperson Hilderbrand opened the hearing on HB2386.
Jenna Moyer, Staff Revisor gave an overview of the bill. She answered questions from committee members.
Kevin Robertson testified in support of HB2386. He said that HB2386 provides transparency by allowing the dentist to opt out of participating when a dental carrier leases their existing provider network to another third party while staying within original network or by allowing a dentist to not participate in third party access. The other provision in HB2386 is the way in which some insurance carriers require their dental providers to receive compensation or reimbursement for the treatment they have provided to their covered patients.HB2386 does not say a dental insurance carrier can't make payment to a dentist via virtual credit card. It just says it can't be the only form of payment. (Attachment 1)
Dr. Allen Reavis, DDS, Atchison stated in his proponent testimony that correcting network leasing will bring fairness and transparency. The remaining section of HB2386 deals with virtual credit cards. He said with today's technology, the simplicity of electronic claims and e-payment systems already in use, dentists should not be incurring a fee after already taking a reduced payment. Dr. Jill Jenkins, DDS, KDA President, Shawnee gave proponent testimony of HB2386. She gave a personal explanation as to the relevance and necessity of the passage of HB2386 saying the roadblocks addressed in HB2386 can have a great impact on the dental patients of Kansas. (Attachment 3)

William W. Sneed gave neutral testimony stating that Delta Dental of Kansas worked closely with the Kansas Dental Association to develop this legislation that works for everyone and thanked KDA for their willingness to collaborate to reach consensus. (Attachment 4)
