Chairperson Hilderbrand opened the hearing on HB2259.

Jenna Moyer, Staff Revisor gave an overview of the bill. She answered questions from committee members.

Dr. Kimberly Swan testified in support of HB2259. She stated that HB2259 allows for the use of Expedited Partner Therapy (EPT) to treat sexually transmitted infections. The goal of EPT is to prevent reinfection by treating a partner that is unwilling or unable to seek medical care. If HB2259 is passed, Kansas will be the 46th state to allow for EPT. (Attachment 11)

Dr. Joan Duwve gave proponent testimony for HB2259. She said KDHE strongly supports this bill and the use of EPT for treatment of sexually transmitted infections. The use of EPT removes barriers to ensure the prompt treatment of potentially infected partners, thus reducing the risk of reinfection. (Attachment 12)

Chairperson Hilderbrand closed the hearing on HB2259.

Chairperson Hilderbrand asked for a motion to approve the committee minutes for January 25 and 27, February 1, 7, 8, 9, 10, 11, 15, 16, 17, 18, and 21, 2022. Senator Baumgardner moved to approve the minutes, with a second from Senator Gossage. On a voice vote of aye, the minutes were approved.

Chairperson Hilderbrand adjourned the meeting at 10:25 a.m. The next scheduled meeting is March 16, 2022 at 8:30 a.m.
