Chairperson Longbine opened the meeting and recognized Senator Brenda Dietrich for a point of personal privilege.  She introduced Grace and Taryn from Mission Valley, and Michael and Jackson from Washburn Rural Middle School, who were her guests as Senate Pages today.

The Chairperson then turned the committee's attention to and opened the hearing on HB2481.

David Wiese Assistant Revisor, Office of Kansas Revisor of Statutes presented the Revisor's Memorandum brief on the bill.    (Attachment 1)

Alan Conroy, Executive Director, Kansas Public Employee Retirement System presented informational testimony regarding the bill and answered questions from Senators Hilderbrand, Fagg, Pittman, Dietrich, Olson, and Gossage.   (Attachment 2)

Oral Proponent Testimony:

Ed Klumpp, Legislative Liaison, on behalf of the Associations of Chiefs of Police, Kansas Sheriffs, and Kansas Peace Officers presented testimony supporting the bill.   (Attachment 3)

Dennis Phillips, Lobbyist, on behalf of the Kansas State Council of Fire Fighters presented proponent testimony.   (Attachment 4)

Chairperson Longbine called attention to the written-only proponent testimony of:

Sgt. Robert Ahsens, Olathe Kansas Police Department   (Attachment 5)

Casey Slaughter, President, Kansas State Lodge Fraternal Order of Police, Wichita, Kansas   (Attachment 6)

The Chairperson asked for any other proponent, opponent, or neutral testimony to be submitted.  Seeing none, he closed the hearing on HB2481.

Approval of Minutes:

Senator Olson moved, seconded by Senator Dietrich, that the committee minutes for March 8, 2022, March 9, 2022, and March 10, 2022 be approved and adopted as written.  The motion carried.
