Proponent
Ed Klumpp explained they have brought SB367 to the Legislature in hopes of resolving several issues they are having with the current KSA 22-2512. These changes are all procedural issues and preserve the most critical existing provisions in the law. Mr. Klumpp explained each of the specific changes and provided examples and reasons why they are necessary and supported by the organizations he represents. All the details are available in the attached written testimony. Mr. Klumpp stood for questions. (Attachment 2)

Opponent
Nick Reinecker stated he is an opponent to this bill for one reason. Dangerous drugs, as defined on page 2, lines 11 through 13, does not include, alcohol, aspirin, or cough syrups including those with dextromethorphan. Knowing that the lethal dose of these substances is far less than cannabis could ever be. His opposition to this bill could be subsided by changing the word dangerous to controlled or illegal. Mr. Reinecker stood for questions. (Attachment 5)
