The Chair opened the hearing on HB2478.
Mr. Siebers provided a briefing on the bill. He stated that the bill designates a portion of U.S. Highway 166 as the SGT Evan S. Parker Memorial Highway, the highway portion running from the junction with U.S. Highway 81 in Sumner County east to the western city limits of Arkansas City in Cowley County (Attachment 4).
Representative Bill Rhiley offered proponent testimony for the bill. He recounted the background of Sergeant Parker's life and his tour of duty with Iraqi Freedom, where he was twice seriously injured by roadside bombs, the second of which resulted in his death. He noted the awards received by Sergeant Parker and the work of his mother Anita and the Gold Star Families in honoring his memory (Attachment 5).
Members praised the bill's format in outlining the significant touchstones of Sergeant Parker's life and suggested the format could provide a pattern for other memorial highway bills.
The Chair closed the hearing on HB2478.
