Chairperson Kerschen opened the hearing on HB2560.
Tamera Lawrence of the Revisor of Statutes Office explained the bill. The bill extends the sunset of certain Department of Agriculture penalties and fees relating to certain pesticide and fertilizer laws and certain water appropriation fees. She provided committee members with a chart to further explain these fees.(Attachment 1)
Ken Titus testified in support of the bill. He explained that the various Division of Water Resources and pesticide fees will sunset on July 1, 2023. These fees have been at the current level since 2009 and were extended in 2014 and 2017 without an increase. Kansas Department of Agriculture is asking for the fees to be extended for an additional five years. (Attachment 2)
Claudia Hissong spoke in favor of the bill. She believes that the provisions in this bill allow the Kansas Department of Agriculture to continue to provide necessary services to agricultural producers. (Attachment 3)
Randy Stookey testified as a proponent for the bill. He told the committee that his organizations support the bill because it extends the sunset on various industry fees without increasing the fees.(Attachment 4)
Senator Peck had questions concerning the reason certain fees would be less than the current fee without the sunset extension. Ken Titus told Senator Peck that he would get that information to him.
