Amy Deckard, Kansas Legislative Research Department, provided a Bill Explanation for HB 2588 and HB 2592 (Attachment 3). Both bills include adjusted funding for FY 2022 and FY 2023, and capital improvement expenditures for a number of state agencies. The FY 2022 approved budget is $20.7 billion, of which $8.3 billion is from the State General Fund (SGF) and includes $193.5 million SGF reappropriations fro FY 2021. The Governor's recommendation is $23 billion from all funding sources, of which $9.3 billion is from SGF for FY 2022, which is an increase of $1.2 billion, and increased SGF expenditures by $2.1 billion above the FY 2021 actual expenditures. For FY 2022, the governor's recommendation is an all funds increase of $2.3 billion and an SGF increase of $994 million above the FY 2022 approved budget. A review of these recommendations followed. For FY 2023, the Governor's recommendation total $22.6 billion, including $8.9 billion SGF, which is an all funds decrease of $405.3 million and an SGF decrease of $423.2 million from the Governor's recommendation. A review of expenditures by major purpose and revenue transfers followed.
