Enacting the rural remote worker incentive act and providing definitions, requirements, procedures and administrative duties of the secretary of commerce regarding such incentives therefor.

Chair Kelly announced consideration of HB 2623, recognized David Wiese, Senior Assistant Revisor, who provided a refresher on HB 2623. Question and answer period followed.

Representative Nick Hoheisel made a motion to favorably pass HB 2623.  The motion was seconded by Representative Dave Baker.

Chair Kelly opened for discussion.

Chair Representative Jim Kelly made a motion to amend HB 2623.  The motion was seconded by Representative Nick Hoheisel. (Attachment1)

Chair Kelly recognized David Wiese, Senior Assistant Revisor, who explained the balloon amendment. Chair Kelly further explained parts of the amendment. Amendment provided to committee members in person and virtual. Question and answer period followed.

Chair Representative Jim Kelly closed on his motion to amend HB 2623, adding "newly created" to clarify the term "remote job", and the amendment was passed by the committee on a voice vote.

Representative Rui Xu made a motion to amend HB 2623.  The motion was seconded by Representative Nick Hoheisel. (Attachment2)

Chair Kelly recognized Representative Xu who explained the amendment, updating language to reference a pilot program, retain the three (3) year sunset as adopted in the Kelly amendment, and require the Department of Commerce progress report to the Legislature in 2024. Amendment provided to committee members in person and virtual. Question and answer period followed.

Representative Rui Xu closed on his motion to amend HB 2623 and the amendment was passed by the committee on a voice vote.

Representative Barbara Wasinger made a motion to amend HB 2623.  The motion was seconded by Representative John Toplikar. (Attachment3)

Chair Kelly recognized Representative Wasinger and she further explained the amendment relating to agency rules and regulations for the program's administration. Amendment provided to committee members in person and virtual. Question and answer period followed.

Representative Barbara Wasinger closed on her motion to amend HB 2623 and the amendment was passed by the committee on a voice vote.

Representative Nick Hoheisel closed on his motion to favorably pass HB 2623, as amended, with technical discretion to the Revisor's Office, and the motion was passed by the committee on a voice vote.

The next House Financial Institutions and Rural Development Committee meeting is scheduled for Wednesday, March 2, 2022.

Chair Kelly adjourned the meeting at 9:49 am.
