Larrie Ann Brown on behalf of Cigna, provided testimony in opposition to HB2545 (Attachment 9). It is Cigna's position that the bill places government in the business of contracting and prescribing the terms of contracts between entities. If the legislature has serious concerns with this area of provider contracting, the burden to resolve should be placed on those actually involved in the contracting to find resolution and seasonable solutions. There is no need for bigger government through statutory expansion.
