Chairperson Owens opened the hearing on HB2654. Natalie Scott gave an overview of the bill. (Attachment 4) Ms. Scott stood for questions.
Randy Regher, Reno County Community Corrections delivered testimony for Shelly Williams on behalf of the Kansas Criminal Justice Reform Commission. He stated this bill provides guidance to eliminate instances of people being supervised by more than one agency. Having two separate agencies supervise one person is an inefficient use of resources and time, makes community supervision unnecessarily complicated, and increases the likelihood that people will make mistakes while trying to be compliant. Members of the Kansas Criminal Justice Reform Commission worked closely with national experts, examined policies from other states, reviewed reports and research on best practices, and heard from various practitioners working in the criminal justice system. (Attachment 5) There were no questions for Mr. Regher.
Patrick Armstrong, Project Manager, Council of State Governments Justice Center, delivered testimony for Jennifer Kisela in support of the bill. He said the goal of this bill is to ensure that people on supervision are only supervised by one agency. Creating this statutory framework would promote success for people on supervision, eliminate duplicative services, prioritize supervision staff time for people most at risk of failure, and ensure a fiscally responsible use of taxpayer resources. (Attachment 6) There were no questions for Mr. Armstrong.
