Authorizing state educational institutions to convey real property given to such institution as an endowment, bequest or gift, following board of regents policies; authorizing the board of regents to adopt such policies.

Chairperson Longbine opened the hearing on SB450

Eileen Ma, Assistant Revisor, Kansas Revisor of Statutes Office (ROS) presented the Revisor's Memorandum brief on the bill and answered questions from the committee about whether state monies or tuition dollars would be affected by this bill.  Ms. Ma told members those funds were not subject to provisions of SB450.   (Attachment 1)

Alan Conroy, Executive Director, Kansas Public Employees Retirement System, presented informational testimony and answered questions from the committee.   (Attachment 2)

Oral Proponent Testimony:

Blake Flanders, President and CEO, Kansas Board of Regents, presented testimony supporting the bill and answered questions from Senators Pittman, Gossage, and Chairperson Longbine.   (Attachment 3)

Mark Rieske, University Architect, Kansas University, Lawrence, Kansas, testified in support of the bill and answered a question from Senators Fagg.   (Attachment 4)

 

Chairperson Longbine pointed attention to the written-only proponent testimony:

Ethan Erickson, Chief Financial Officer, Kansas State University, Manhattan, Kansas.   (Attachment 5)

Ken Hush, Interim President, and Diana Kuhlmann, Vice President for Administration and Chief Financial Officer, Emporia State University, Emporia, Kansas   (Attachment 6)

The Chairperson asked if there were any others who would like to give proponent, opponent, or neutral testimony.  Seeing none, he closed the hearing on SB450

The meeting adjourned at 9:50 am.  The next scheduled hearing is Wednesday, February 16, 2022 in Room 546-South of the Capitol.
