Chairman Olson opened the hearing and called for a revisors overview of the bill.
The Chairman called for testimony:
Proponent Senator Richard Hilderbrand explained that an apparent lack of public confidence chain of custody is why he introduced the bill.

Neutral Clay Barker suggested that the bill would establish authority for the Kansas Secretary of State to make sure this function is done properly. Mr. Barker expressed concern whether there was time to implement this policy before the upcoming elections.
Seeing no more testimony the Chair closed the hearing on the bill.
