Staff briefed the Committee on the contents of this bill. (Attachment 5)
Chairman Proehl recognized Representative Delperdang as the first proponent. (Attachment 6) According to Representative Delperdang this bill would remove the unnecessary restriction currently required for antique vehicle restorations and repairs. He said current Kansas statutes do not allow for removal of VIN plates, even if necessary for damage or rust repairs. But statutes do say that motor vehicles with a VIN that has been removed, abused, or defaced is automatically deemed 'contraband' and subject to forfeiture and destruction. This bill would change the current statutes.
The Chairman drew the Committee's attention to the Written Testimony submitted in support of HB2594 by Christian Robinson of the Specialty Equipment Market Association. (Attachment 7)
The Chairman also drew the Committee's attention to the Written Testimony submitted in opposition by the Kansas Highway Patrol. (Attachment 8)
There were no other proponents, opponents or neutrals so the Chairman closed the hearing on HB2594 and opened the hearing on HB2595.
