Minutes for HB2486 - Committee on Elections

Short Title

Providing for the use of electronic poll books in elections and the approval of such books by the secretary of state, making fraudulent use of electronic poll books a crime, prohibiting electronic voting systems or electronic poll books from having the capability of connecting to the internet, requiring election judges to check for any such connection and providing a deadline for post-election voting equipment testing and for notice of such testing on county websites.

Chairperson Emil Bergquist welcomed everyone to the Committee meeting and opened the hearing on HB 2486.  Mike Heim, Assistant Revisor, Office of Revisor of Statutes, gave an overview of the bill.  Revisor Heim answered questions from Committee members.

Representative Pat Proctor, 41st District, Kansas House of Representatives, was recognized by Chairperson Bergquist.  Representative Proctor gave proponent testimony on HB 2486. (Attachment 1) Representative Proctor answered questions from Committee members.

Chairperson Bergquist called upon Clay Barker, Deputy Assistant Secretary of State, General Counsel, to give proponent testimony on this bill. (Attachment 2)  Deputy Barker stood for questions.

Presenting proponent testimony through WebEx was Davis Hammet, President, Loud Light Civic Action. (Attachment 3)  Mr. Hammet gave responses to questions from Committee members.

Chairperson Bergquist informed the Committee that McClain Bryant Macklin, Director of Policy and Strategic Initiatives, Health Forward Foundation had provided written-only opponent testimony and it is available for viewing on the Election Committee Legislative Web Site. (Attachment 4)

Rick Piepho, Harvey County Clerk & Election Officer, KCCEOA Elections Committee Chair offered neutral testimony on HB 2486. (Attachment 5)  Mr. Piepho stood for questions from the Committee members.

There being no further testimony brought before the Committee, Chairperson Bergquist thanked the conferees and closed the hearing on HB 2486.
