Expanding law enforcement officers' jurisdiction to include situations when an illegal act is observed that the officer reasonably believes will jeopardize the safety of any person without immediate action.

Chairperson Warren opened the hearing on SB435.
Jason Thompson, Senior Assistant Revisor, provided an overview of SB435 and stood for questions. (Attachment 6)
Ed Klumpp testified in support of SB435 stating there were issues in successfully prosecuting cases because the current statute does not cover state agencies due to the state agencies having its own laws. This bill aims to bring policy and clarity of jurisdiction together for school security officers and campus police. (Attachment 7)
Dan Carney testified in support of SB435, citing examples where certified, commissioned police officers were not able to operate under the same guidelines or laws as empowered police officers. (Attachment 8)
The conferees responded to questions from Committee members.
