Chairperson Kerschen opened the hearing on SB345.
Tamera Lawrence with the Revisor of Statutes Office explained the bill. She told the committee that the bill would authorize additional civil penalties for unlawful transportation of animals into the state.(Attachment 1)
Dr, Andy Hawkins testified in favor of the bill. He believes that this bill will allow the Animal Health Commissioner to properly fulfill his duties to protect livestock in the state from the spread of contagious, infectious, or communicable disease in a responsible manner.(Attachment 2)
John Donley spoke as a proponent of the bill. He told the committee that the monitoring and tracking of animal diseases is of the utmost importance to the health, safety, and economic well being of the Kansas Livestock industry. (Attachment 3)
Dean Klahr presented neutral testimony on the bill. His organization, however, does support the efforts of the Kansas Department of Agriculture to protect the domestic livestock population from infectious and contagious diseases.(Attachment 4)
After a short question and answer period, Chairperson Kerschen closed the hearing on SB345.
