Short Title
Expanding Kansas housing programs to facilitate economic development by broadening the Kansas rural housing incentive district act to allow use of bond proceeds for construction of residential dwellings and buildings and to include the city of Topeka, increasing availability of loans or grants to rural communities for moderate income housing, establishing a program for urban communities for moderate income housing and permitting housing developments to include manufactured or modular housing.

The Chairman open the hearing and called upon Jason Long for revisor review of the bill.
The Chairman called for proponent testimony on the bill and begin the process with his personal testimony.
The Chairman started off the proponent testimony for this new Kansas housing initiative commenting that the bill expands the Rural Housing Interest District to include Topeka, KS and would increase the economic development initiative fund to the state Housing Trust Fund from $2m to $20m in FY23/FY24.
Proponent Allie Divine demonstrated her coalition's support of the bills and reiterated the on going quest for housing initiative dollars from general funds.
Proponent Ross Vogel emphasized that the Kansas Housing Resource Corporation program for moderate income housing is a very productive, but unfortunately underfunded program.
Proponent Derek Lee declared that his organization intended to develop in rural areas where the incentives are available.
Proponent Alex Orel stood in support of both housing initiative bills.
