Chairperson Rahjes opened the hearing on HB2560 at 3:40pm.

Kyle Hamilton, Office of the Revisor of Statutes, explained the overall intent of the bill and the changes to fees and programs in the bill.

PROPONENTS

Kenneth Titus, Chief Council, Kansas Department of Agriculture, said that the bill had been introduced by the Kansas Department of Agriculture.  He explained that both the fees, which would remain without increase, and the identified programs in the bill had been extended before through similar legislation.  He stood for questions.(Attachment 1)

Claudia Hissong, Kansas Farm Bureau, provided supporting testimony and stood for questions.(Attachment 2)

NEUTRAL

Randy Stookey, Senior Vice President of Government Affairs of KGFA and KARA, noted that fees paid by the industry were already higher in Kansas than similar fees assessed by our surrounding states and the organizations he represented would remain neutral on the bill since the fees were not being increased.  He noted that COVID-19 has had a tremendous impact on the production costs of fertilizers which is impacting agriculture production within the state. He stood for questions.(Attachment 5)

Chairperson Rahjes closed the hearing on HB2560 at 4:05 pm.

Chairperson Rahjes stated that the meeting for February 2, 2022 had been canceled but the Committee would meet on February 3, 2022 for a hearing on HB2559. He also noted that the agenda for the week of February 7, 2022 would include possible action on bills previsously heard on Thursday, February 10, 2022.

Chairperson Rahjes noted that the required Kansas Department of Agriculture Marketing, Advocacy and Outreach Update had been forwarded to Committee members earlier in the day for their perusal.(Attachment 6)

With no further business, the meeting was adjourned at 4:07 pm.
