Chairman Croft opened the hearing on HB2522.
Jordan Milholland Kansas Legislative Research Department conducted a brief overview of the bill.
John Anderson, Private Citizen, presented testimony in support of the bill. Mr. Anderson states that keeping Johnson County whole means that Wyandotte County has to be split. He stated that the bill uses a geographic barrier to create a fair split and that it maintians all four congressional representatives of Congress in their present districts. (Attachment 5)
Ryan Reza, Private Citizen, presented testimony in opposition of the bill. Mr. Reza stated that the City of Lawerence does not belong in the same district as Goodland, Kansas. He stated that Congressional District 2 is his home and that he is proud of it and the communities that make it up. He stated that if the bill was to go through then that would remove him from his community. (Attachment 6)
Darrell McCune, Franklin County Democratic Central Committee, presented testimony in opposition of the bill. Mr. McCune stated that the bill does not keep the Kansas City Metro area intact as a whole. He stated that the current maps should be altered as little as possible. (Attachment 7)
Rob Santel, Cross Lines Community Outreach, presented testimony in opposition of the bill. Mr. Santel stated that the bill splits Wyandotte County. He also stated that the split would have a negative impact on the community and Wyandotte County as a whole. He stated that it would further disenfranchise the voice of the voters. (Attachment 8)
