Chairperson Barker opened the hearing on HB2267.  The Revisor provided an overview of the bill.  A question was asked by Representative Highberger.

Chairperson Barker recognized Elijah Redington as a proponent of HB2267 (Attachment 2).  He stated that this bill will give youth in Kansas an insight into the state government and would inspire more young people to a future career in public service.  Comments were made by Representative Haswood and questions were asked by Representatives Penn and Howe.

Chairperson Barker recognized Ruth Glover as a neutral on HB2267 (Attachment 3).  She stated that the Kansas Human Rights Commission is not an advocacy body.  It is the State's anti-discrimination agency in employment, housing, and public accommodations and is responsible for administering and enforcing the provisions of the Kansas Act Against Discrimination and the Kansas Age Discrimination in Employment Act. It is a neutral fact-finding, investigative agency.  An advocate Youth Advisory Council aligns better with the other advocacy offices and commissions.  Questions were asked by Representatives Smith, Waggoner, Ruiz, and Miller.

Chairperson Barker closed the hearing on HB2267.

Chairperson Barker stated bills may be worked tomorrow and Thursday.  If a Committee member cannot be here, please let the Chairman know so that a substitute can be appointed.

There being no further business, the meeting was adjourned at 9:35 a.m.
