Minutes for SB199 - Committee on Financial Institutions and Insurance

Short Title

Providing for short-term, limited-duration health plans.

Senator Gossage moved, seconded by Senator Hilderbrand to pass SB199 with favorable recommendation from the committee. 

Chairman Longbine asked for discussion or actions.  Senator Gossage announced that she had an amendment for the committee to consider. (Attachment 15)  The amendment was explained by Eileen Ma, ROS.

Senator Gossage moved to adopt the amendment, seconded by Senator Peck. The motion to adopt carried.

 

The Gossage-Hilderbrand motion was restated and seconded to pass SB199, as amended, with favorable recommendation from the committee.  The Chair was in doubt on the voice vote and asked for a show of hands.  SB199 passed, as amended, with favorable recommendation from the committee on a show-of-hands vote of 5 Yeas to 3 Nays.

 

Senator Holscher requested a point of order.  She asked for clarification on whether some of the members should recuse themselves from the vote because of involvement in the insurance field and might be selling these policies.  Chair Longbine advised that Senate rules allow each senator to decide whether he/she should recuse or abstain from voting.  For the record, Senator Hilderbrand volunteered that he does not sell health insurance. Senator Fagg also stated that he has not sold insurance for some time, but because of his banking business, he does stay current on insurance subject matter and ethics.

 

Adjournment was at 10:10 am.  The next scheduled meeting is Monday March 29, 2021 at 9:00 am in room 546-South of the Capitol.
