Short Title

Substitute for HB 2094 by Committee on Appropriations - Expanding educational benefits of tuition and fees waiver for spouses and dependents of public safety officers and personnel who are injured or disabled while performing service-related duties.

Minutes Content for Thu, Mar 25, 2021

Chairperson Billinger opened the hearing on HB 2094.  Jill Wolters, Office of the Revisor of Statutes, provided an overview of the bill and responded to questions from Committee members.  (Attachment 19)

Shirley Morrow, Kansas Legislative Research Department, responded to questions from Committee members.

Beth Felski, Appointments Project Director, United WE, testified in support of the bill on behalf of Wendy Doyle, President and CEO of United WE.  This important legislation adds to the educational opportunities for spouses and family members of those who have died or been injured in the line of duty.  It would help with higher education expenses without asking survivors to go into debt.  This is a fitting tribute to those who have served their communities.  Ms. Felski responded to questions from Committee members.  (Attachment 20)

Written only testimony in support of the bill was submitted by:

Mik Shanks, Kansas State Fraternal Order of Police  (Attachment 21)

Ed Klumpp, Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association  (Attachment 22)

Blake Flanders, Kansas State Board of Regents  (Attachment 23)

There being no further conferees, Chairperson Billinger closed the hearing on HB 2094.
