Minutes for HB2251 - Committee on Federal and State Affairs

Requiring relinquishment of firearms pursuant to certain court orders related to domestic violence.

Chairperson Barker opened the hearing on HB2251.  Matt Sterling, Revisor of Statutes, provided an overview of the bill (Attachment 2).  Questions were asked by Representatives Resman, Houser, Smith, Hoye, and Waggoner.

Chairperson Barker recognized the following individuals as proponents on HB2251:  LaTonya Boyd (Attachment 3); Dena Hubbard, M.D. (Attachment 4); Lindsie Ford (Attachment 5); Marsha Meyersick (Attachment 6); and Amanda Winch (Attachment 7).

Chairperson Barker allowed the Committee members to ask questions of the proponent conferees. 

Chairperson Barker directed the Committee's attention to the written proponent testimony on HB2251 by the following individuals:  JoDee Adelung (Attachment 8); Leanna Barclay (Attachment 9); Colleen Cunningham (Attachment 10); Janet Federico (Attachment 11); Megan Langford (Attachment 12); Katie Mangelsdorf (Attachment 13); Karen Mitchell (Attachment 14); Lauren Nordell-Morris (Attachment 15); Carl Reed (Attachment 16); Paul Samberg (Attachment 17); Mary Snipes (Attachment 18); Jennifer Spearie (Attachment 19); Alex VanDyke, Moms Demand Action (Attachment 20); and Kristine Vince (Attachment 21).

Chairperson Barker then recognized the following individuals who testified as opponents on HB2251:  The Honorable Merlin Wheeler (Attachment 22); Dennis Butler (Attachment 23); Special Deputy Sheriff Greg Smith (Attachment 24); and Sheriff Cole Presley (Attachment 25).

Chairperson Barker allowed the Committee members to ask questions of the opponent conferees.  Chairperson Barker noted that there was written opponent testimony from the Kansas State Rifle Association (Attachment 26) and written neutral testimony from John Goodyear, League of Kansas Municipalities (Attachment 27).

Chairperson Barker closed the hearing on HB2251.
