Chairman Longbine opened the hearing on SB199.  Since the hearing was running close to ending time, the Chair indicated that as much testimony as possible would be heard today and the bill would be left open to finish at a future date. 

Eileen Ma, ROS, presented a refresher on the bill.  (Attachment 5)

Chairman Longbine asked for oral proponent testimony:

Oral Proponents: 

Senator Beverly Gossage, Owner and President, HSA Benefits Consulting, Inc., and Legislative Chair of the Kansas Association of Health Underwriters appeared in person as a proponent.  (Attachment 6)  Senator Gossage answered questions from Senators Dietrich, Holscher, Pittman, Hilderbrand, and Peck.

The Chair pointed to the written-only proponent testimony of:

Brian Blase, PhD, former special assistant to President Trump, White House National Economic Council (2017-2019) and CEO, Blase Policy Strategies  (Attachment 7)

 

Oral Opponents:

Christina Cowart, Kansas Grass Roots Manager, American Cancer Society, Cancer Action Network, appeared via Webex remote.(Attachment 8)  She answered questions from Senators Peck, Fagg, and Hilderbrand. 

 

At this point, the Chair ended testimony, as the allotted committee time expired.  The bill will be resumed at a future date to be determined.

 

Adjournment was at 10:25 am.  The next scheduled meeting is Monday, March 22, 2021 at 9:30 am in room 546 of the Capitol.
