Jason Thompson gave a bill brief on HB2387 stating that the bill relates to operating an aircraft under the influence, including prescribing criminal and administrative penalties and providing for testing of blood, breath, urine or other bodily substances, and preliminary screening of breath or oral fluid. This closely resembles Kansas law on driving a commercial motor vehicle under the influence and driving under the influence as proposed in HB2377. (Attachment 14)

Ed Klumpp spoke in support of HB2387 stating that this bill will update current law which has not changed since 1981. Current law does not provide the accused the protections that this bill does. The bill reflects Federal Aviation Administration regulations and brings aircraft DUI penalties into line with with other DUI processes and penalties. (Attachment 16)
