Minutes for HB2109 - Committee on Judiciary

Short Title

Increasing the county population threshold for a county to be required to have a lawyer representative, increasing the number of lawyer members and decreasing the number of non-lawyer members on the board of indigents' defense services.

Jason Thompson gave a bill brief of HB2109 stating that it changes the requirements for membership of  the Board of Indigents' Defense Services. (Attachment 1)

Adam Proffitt submitted the fiscal note for HB2109.(Attachment 2)

Heather Cessna spoke in support of HB2109 stating that the make-up of the Board has not been amended since 1995. State law requires that the Board have nine members and a certain proportion of those must be attorneys. With population growth in the past 25 years, there are more counties over 100,000 and that impacts the attorney representation on the board. The changes proposed in this bill are aimed at solving this statutory conundrum. (Attachment 3)
