Chairperson Bowers opened the hearing on HB2390. Jason Long, staff revisor, presented a briefing on the bill. Mr. Long provided and described two attachments from their office to help explain statutes in the bill. The first attachment is a list of those statutes containing exceptions that were enacted on July 1, 2016, that would be extended under HB2390. (Attachment 6) The second attachment is the full text of those statutes with the highlights of the exception and the sunset that is being proposed to be removed under the bill. (Attachment 7)
After questions by the Committee were addressed, the hearing continued.
Deborah Barnes testified in support of HB2390. Ms. Barnes briefly addressed the previous bill, HB2096, indicating the League of Kansas Municipalities supports that it covers municipal court employees as well. Ms. Barnes stated HB2390 is the annual continuation of exemptions. Ms. Barnes highlighted the four exemptions that the League of Kansas Municipalities are particularly interested in and see as necessary exemptions. (Attachment 8)
