Minutes for HB2329 - Committee on Energy, Utilities and Telecommunications

Short Title

Updating the entities who are subject to the pipeline safety program of the state corporation commission and increasing the maximum penalties that may be imposed for safety violations to conform with federal requirements.

Chair Seiwert asked the committee to review the minutes of March 16, 2021 meeting.  Representative Jim Gartner moved that the minutes be approved as written, Representative Delperdang seconded the motion.  The minutes were approved without objection.

Chair Seiwert asked Nick Myers, Assistant Revisor, to provide an overview of HB2329

Chair Seiwert asked if there were any questions.  No questions.

Chair Seiwert  and opened debate on HB2329 asked if there were any amendments. 

Representative Schreiber presented a balloon amendment that strikes section 2 , which removes civil penalties.  Chair Seiwert asked to have the amendment explained.  Nick Myers explained the amendment. (Attachment)

Representative Schreiber moved and Representative Mason seconded to have the amendment discussed. Chair Seiwert asked if any questions. Representative Schreiber stood for questions.Questions addressed. 

Representative Schreiber moved to favorably pass HB2329 as amended, Representative Mason seconded the motion.  The motion passed on a voice vote.  Representative Carmichael asked that his yes vote be recorded.
