Minutes for HB2391 - Committee on Transparency and Ethics

Short Title

Changing the secretary of state's business filings provisions including instituting biennial business report filings and making other changes to business filing provisions, information requirements and fees, removing exemptions from the open records act for tax records no longer kept by the secretary of state, permitting the public recording of UCC filings with improperly included social security numbers and repealing certain obsolete statutes including blanket music license filing provisions.

Chairperson Bowers opened the hearing on HB2391.  Jason Long, staff revisor, presented a briefing on the bill.

Clay Barker testified in support of HB2391.  Mr. Barker's testimony stated this bill clarifies, updates, and eliminates several statutes concerning the responsibilities of the business division in the Office of Secretary of State.  Mr. Barker stated this bill essentially changes seven items that relate to business filings with their office.  Mr. Barker highlighted those changes.  (Attachment 8)

Questions were addressed by Mr. Barker, Katie Koupal, and Jennifer Cook, Deputy Assistant for Business Services, Kansas Secretary of State's Office.

Chairperson Bowers closed the hearing on HB2391.
