Chairperson Petersen called the meeting to order and asked Committee members to consider of SB116.
Assistant Revisor Adam Siebers reviewed the bill, commenting on each of the five sections. He explained the bill decreases the Eisenhower Legacy Transportation Program (IKE) alternative delivery project cost threshold, authorizes usage of federal stimulus funds for highway projects under the IKE program, and modifies the calculation of projected state highway fund revenues related to the Kansas Department of Transportation bonding authority (Attachment 1).
Senator Claeys moved to amend the bill to assure that moneys received from federal stimulus funds will not be used unless the funds have been approved by the House Appropriation Committee or by the State Finance Council. Senator Bowers seconded the motion. The motion passed (Attachment 2).
A motion was made by Senator Claeys and seconded by Senator Pittman to consider the bill favorable for passage as amended. The motion passed.
