Updating membership and requirements of the Kansas state employees health care commission to include a current and retired state employee enrolled in the state healthcare benefits program group health insurance medical plan.

The Chairperson opened the hearing on HB2218 and asked Eileen Ma, Assistant Revisor, Office of the Revisor of Statutes, to provide an overview of the bill. (Attachment 6)

Natalie Yoza, President of the state health plan's Employee Advisory Committee, provided testimony in support of the bill.  Ms. Yoza explained that the passage of this bill would update the qualification for who is eligible to serve as the current state employee and retired state employee members of the Health Care Commission (HCC).  She stated that the organization she represents supports the bill because it realigns the statute's requirements with the modern-day state workforce.  She explained that today, most state employees are unclassified because the Kansas Civil Service Act was recently amended to permit conversion of many classified positions to unclassified.  This has caused a dramatic reduction in the number of state employees in classified service.  Ms. Yoza responded to Committee questions.

After asking if there were any other conferees and seeing none, Chairperson Johnson closed the hearing on HB2218.
