Staff briefed the Committee on the contents of the bill. (Attachment 1) There were no questions.
The Chairman recognized Representative Eric Smith as the first proponent. (Attachment 2) According to Representative Smith a constituent asked why Kansas did not allow for emergency contact information on license plates and driver's licenses. He said part of the problem is getting a timely response by loved ones so decisions can be made about care. He said he researched the states who do have this option and deemed Texas as the best fit so this is the model they used for this bill. There were no questions.
Chairman Proehl drew the Committee's attention to written testimony submitted in support of HB2245 from Ed Klumpp. (Attachment 3)
There were no other proponents, opponents or neutrals so the Chairman closed the hearing on HB2245 and opened the hearing on HB2379.
