Chairperson Kerschen opened the hearing on SB142.
Tamera Lawrence of the Revisor of Statutes Office explained the bill.
Brad Loveless spoke in support of the bill. He explained to the committee that a change in the statute regarding personal flotation devices is necessary because current federally approved personal flotation devices are not legal in Kansas until this statute and accompanying regulations are changed. (Attachment 1)
Brian Sloop presented neutral testimony on the bill. However he did express some concerns with the bill. One concern he had is the practice of defaulting law making to a regulatory agency as a legislative process. Another concern was language that under Kansas law requires children under 13 to wear a life jacket any time they are on board a vessel, even when they are sleeping. He suggested substituting "aboard" for underway and not in an enclosed cabin". (Attachment 2)
After a brief discussion, Chairperson Kerschen closed the hearing on SB142 and adjourned the meeting at 9:30.
