Chairperson Barker opened the hearing on HB2340.  Matt Sterling, Revisor of Statutes, provided an overview of the bill (Attachment 1).

Chairperson Barker asked Jordan Milholland, Legislative Research Department, to advise the Committee about what the federal government did in their federal legislation.  The attached document was later provided by the Legislative Research Department (Attachment 16).

Questions were asked of the Revisor and the Legislative Research Analyst.

Representative Barker recognized the following individuals as proponents on HB2340:  Representative John Eplee as proponent (Attachment 2); Kristie Clark, M.D. (Attachment3); Tom Palace (Attachment 4); and Leah Fliter (Attachment 5)

Chairperson Barker allowed questions to be asked by the Committee to the various conferees.

Chairperson Barker noted that there was written proponent testimony from Brandon Skidmore, Kansas Public Health Association (Attachment 6); Christi Wells, Oral Health Kansas (Attachment 7); Ron Hein, Reynolds American (Attachment 8); Mark Desetti, KNEA (Attachment 9); John Allison, Olathe Public Schools (Attachment 10); Dr. Tonya Merrigan, USD 229, Blue Valley (Attachment 11); Dr. Chad Johanning, Kansas Academy of Family Physicians (Attachment12); and Betsy Saunders (Attachment 13).

Chairperson Barker recognized Sara Prem as a neutral on HB2340 (Attachment 14)

Chairperson Barker also noted that there was written neutral testimony from Ryan Lester, Kansas Department of Health & Environment (Attachment 15).

Chairperson Barker closed the hearing on HB2340.

There being no further business, the meeting was adjourned at 9:40 a.m.
