Chairperson Patton opened the hearing on HB2387. Jason Thompson reviewed HB2387. (Attachment 6) Mr. Thompson addressed questions from the membership.
Ed Klumpp testified in support of HB2387. (Attachment 7) Mr Klumpp explained the Committee conferred with the federal aviation administration and others with expertise in this area. When someone suspects an aircraft is being operated under the influence, the person is to contact the local law enforcement agency. Having comprehensive and updated state statutes are critical for local law enforcement to properly investigate allegations, as well as collect evidence. The work of the local law enforcement agency is necessary for any criminal charges and administrative action taken by the federal aviation administration. He also referenced the attachment he supplied to the committee and is available on the website. He provided an attachment regarding the specific statutes regarding flying while intoxicated. (Attachment 8) He reviewed specifically the items that needed updated. Mr. Klumpp stood for questions.
