PROPONENT:
Leo Haynos, Kansas Corporation Committee, appeared before the Committee in support of HB2367 . Generator tie-lines operate at the same high voltages as transmission lines that are part of the transmission grid, as such, they represent a safety risk . Passage of this bill will benefit the safety of the public by allowing enforcement of NESC standards.(Attachment 7) Mr Haynos stood for questions. Questions from the committee were addressed.
Lindsay Campbell, Pioneer Electric, was unable to connect virtually. Leslie Kaufman, Kansas Electric Cooperative, appeared before the Committee on her behalf. We note for the safety outcomes to be fully maximized under the statutory changes proposed in HB2367, non-public utility generation tie lines must fall fully with in the Kansas Administrative Regulations on wire stringing. (Attachment 8) Ms Kaufman stood for questions. Questions from the committee were addressed.

the APS does not oppose HB2367 as the industry has no trouble confirming its assets are built to federal safety standards. Furthermore, the information provided to the KCC will be useful. Ms Svaty stood for questions. Questions from the committee were addressed.
