Minutes for HB2201 - Committee on Transportation

Short Title

Decreasing the Eisenhower legacy transportation program alternate delivery project threshold, authorizing usage of federal stimulus funds and KDOT bonding authority.

Revisor staff briefed the Committee on the bill contents.  (Attachment 1)

The Chairman recognized Secretary of the Kansas Department of Transportation Julie Lorenz. (Attachment 2)  Secretary Lorenz said KDOT has made significant progress in implementing the Eisenhower Legacy Transportation program.  She said through this work they identified a few places where additional flexibility would help them be prepared should federal stimulus funds be made available and where they can better partner with industry in the future.

The next proponent was Michael White. (Attachment 3)  He said the KS Contractors Ass'n. is supportive of all the provisions contained in this bill. He said as with any major piece of legislation a clean-up bill is common to take care of any unforeseen issues.

The Chairman recognized Brett Letkowski.  (Attachment 4)  According to Mr. Letkowski, HB2201 makes several changes to improve the Eisenhower Legacy Transportation Program. He said this bill reduces the minimum threshold that had been set for any project which will allow more contractors to participate in these projects and provides the agency with more flexibility to use alternative delivery.
