Chairperson Barker opened the neutral portion of the hearing on HB2199.
Chairperson Barker recognized John Goodyear as a neutral on HB2199 (Attachment 36). The League of Kansas Municipalities has no position regarding whether gaming should be expanded to allow for wagering on athletic events; however, it would ask that the Committee give consideration to allowing local governments to have a share in the revenue from sports wagering.
Russell Brien testified as a neutral (Attachment 37). The Prairie Band Potawatomi Nation (the "Nation") has an interest in offering sports betting to patrons of its casinos and would ask for inclusion of specific compacting language be included in the bill, as well as language allowing them to offer sports betting via mobile or internet platforms.
The Chair recognized Steve Denny as a neutral on HB2199 (Attachment 38). He stated that the expansion of legalized sports gambling in Kansas will likely increase gambling participation and simultaneously increase problems. His organization would recommend including language in the bill that would dedicate at least two percent of net revenues be set aside for the Problem Gambling and Addiction Fund.
Nick Reinecker testified as a neutral on HB2199 (Attachment 39).
Chairperson Barker noted that there was written neutral testimony from Jonathan Nabavi, National Football League (Attachment 40).
Chairperson Barker opened the floor for questions from both the opponent and neutral conferees. Questions were asked of Ms. Humphrey by Vice-Chairperson Arnberger and Representatives Eplee, Woodard, and Miller, as well as Chairperson Barker.
Chairperson Barker closed the hearing on HB2199.
There being no further business, the meeting was adjourned at 9:46 a.m.
