Chairperson Barker opened the opponent portion of the hearing on HB2199.  Each conferee will be given two and a half minutes to testify.

Terry Humphrey testified as an opponent to HB2199 (Attachment 11).  The organizations she represents are not opposed to sports wagering legislation unless it permits wagering on greyhound races.  As written HB2199 incentivizes the return of greyhound racing.  To ensure there is no sports wagering on greyhound races anywhere, they are requesting an amendment. 

Chairperson Barker recognized Kate Fields as an opponent (Attachment 12).  Ms. Fields is opposed to greyhound racing.

Terry Garberg testified as an opponent of HB2199 (Attachment 13).  She believes greyhound racing is inhumane to the dogs, it is unpopular, fiscally irresponsible, and adds to the dog overpopulation problem.  She is opposed to dog racing.

Chairperson Barker recognized Midge Grinstead as an opponent to HB2199 (Attachment 14). She believes HB2199 will increase greyhound breeding and racing and, in turn, increase suffering for dogs.

Jasmine Kyle testified as an opponent (Attachment 15).  Her organization has no position on sports wagering until the legislation permits wagering on greyhound racing.

Chairperson Barker called on Cher Oliver, but she was not available on Webex (Attachment 16).

Chairperson Barker recognized Nika Orebaugh as an opponent on HB2199 (Attachment 17).  Her organization strongly opposes this bill because it opens the door for greyhound racing to begin again.
